Principles and method
Use this fictional case: Alder Instruments must staff a second production shift in sixteen weeks. It needs a quality lead and four technicians, has two interviewers with four hours each per week and has not confirmed whether adjacent-industry experience is acceptable. Compensation is fixed for this exercise; use fictional ranges and mark them as assumptions. Build a case charter that connects workforce demand to role outcomes. State what additional evidence would change the plan. The portfolio should be internally consistent, so every later document should refer to the same constraints and version of the brief.
Worked example
A strong charter records that five hires do not guarantee shift readiness because onboarding capacity and production approval remain dependencies. It assigns an operations owner to each and schedules a decision before offers are planned.
Put it into practice
Produce the charter, a three-scenario capacity plan and two role briefs. Budget 45 minutes, then identify what you would need to validate in a real organisation.

Self-review rubric: 0 means absent, 1 means asserted without evidence or owner, 2 means usable with assumptions and responsibilities, 3 means tested against an alternative scenario. Score scope, outcomes, capacity and requirements separately. Revise every zero before continuing.
